Do you think Red Hulk is Thunderbolt Ross?(Spoilers)

I just watched the episode where Red Hulk appears and I am a little skeptical because Red Hulk fled and Ross appeared soon afterwards there wasn't enough time for him to change back and change his clothes. Also Red Hulk stayed transformed while gathering with his team or what ever another reason it can't be Ross there would be no need for him to transform for a meeting unless he or unless he hadn't reverted back yet proving again it can't be Ross. I just feel like since they are keeping Red Hulk's identity a secret they plan on going another direction with him. Also should Red Hulk beconsidered a seperated character until we have confirmation it is Ross?
